There are 3 phases for hair growth :anagen, catagen, telogen. When the hair is in the anagen ,the hair follicle is mature and there is much pigment melanin .The hair rapidly absorbs this filtered light and transfers it to the surrounding cells that in turn are converted into heat raising them to a temperature of 70 degree Centigrade or more. The heating denatures the cells making them incapable of producing further hair growth.

Often, it takes more than one treatment to fully remove the unwanted hair using IPL therapy. When the light welds the skin, it usually does not weld the full area in the base. Blood can still flow to the hair shaft and follicle. Yet because the area will be partially welded, the hair will grow back lighter and less thick. After Your IPL Hair Removal Treatment

After your IPL hair removal treatment you must keep the area away from any sun exposure, and use SPF 30+ sunscreen for at least 7 days after your treatment to allow your skin to heal and recover.
